PURPOSE
Experience has shown that developmental efforts have in practice become anti-development. It is not enough that projects
be undertaken, but importantly, that the people for whom development is intended should be involved in the conception, planning, implementation and evaluation of projects.
A review of development strategies calls for new, innovative, alternate ideas that are effective and relevant. CCODER has been established with this challenge in mind, to pursue a people's participatory development programme of action.
WHAT IS CCODER?
Founded by Govinda Prasad Dhital in 1990, CCODER is recognized by His Majesty's Government as an independent non-profit, non-
governmental organization. It is an institution of dedicated social workers who believe in the concept of self-reliant development of the underprivileged by the underprivileged.
WHO IS CCODER?
CCODER comprises of a management team, which helps coordinate the efforts of social workers, planners, implementators, representatives of beneficiary organizations, and energetic, devoted students from schools and universities.
OUR VISION
The goals and objectives of CCODER are to help villages become self directing, participatory people's organization helping them discover for themselves their needs, their resources, consequently helping them work together through socio-economic activities to achieve goals that are beneficial to all.
OBJECTIVES
- To promote and support income generating, marketing, savings and credit, social services and environmental awareness activities.
- To initiate and coordinate cooperation among village groups, governmental and non-governmental organizations in developing programs using local resources.
- To study and develop models for use by groups, external agencies, governmental and non-governmental organizations.
HOW CCODER WORKS?
CCODER works through participatory action research and community education in a bottom-ups approach. People are taught to
conduct research, using this data to formulate and implement plans through group action.

CCODER FOR EMPOWERMENT
CCODER helps to empower people. Villagers who participate in research programs generate data helping them decide about projects. Projects launched by the people are directed towards fulfilling their
basic needs.
During the early stages of development, villagers need assistance, guidance and seed money. Resources are limited, hence should be utilized wisely.
A community that applies for participatory research programme is at an advantage; upon organizing, participation is enhanced, thereby assuring that benefits will be shared equitably.
Finally, CCODER is making possible for the systematic and planned development of villages by the villagers. Once decisions and implementations are in people's hands, empowerment begins.
WILL CCODER SUCCEED?
Whether ideas, plans, and efforts succeed is based on projections from past successes and failures. CCODER was established in 1990. Starting from ground zero, it has developed into a small, extremely well organized group with a management team in Kathmandu, with project staff and personnel in Gorkha, Nuwakot and Lamjung districts.
With modest funds, provided by foreign development agencies and others, CCODER in a steady fashion has moved towards becoming self-supporting.
So far, CCODER has succeeded in its concept, in its execution, in its ideas, and believes that future endeavors will be equally successful.
